Many different factors play into whether packs are available to a Commander such as Ops level, Ships and content currently unlocked, etc. While some offers are created for every Commander, there are others that are created for specific Commanders as we work to best understand how to serve the needs of our community. At this time, the version of the pack you’re looking for might not be available for you, but this may change in the future!
