How does USS Franklin's Damage Multiplier work?
Be aware that the bonus actually applies to the base stats of the ship, not the final/calculated damage to be applied during combat.
The x24 or x30 can be treated like a +2400% or +3000% bonus to damage.
This is included with research, so it will not be x24 or x30 the amount indicated in the details page of the ship, just like all the other buffs in the game.
As such, the USS Franklin does have a multiplier bonus and is working correctly.
